Violation of Neutrality in 2020 Pilkada, Bawaslu Sends 369 Reports to KASN

Jakarta, Election Supervisory Body - Bawaslu has sent 369 reports of violations of the neutrality of the State Civil Apparatus (ASN) Pilkada 2020 to the State Civil Apparatus Commission (KASN). The violation report was the result of the supervision of Bawaslu from 1 January - 15 June 2020.

The Chairman of the Election Supervisory Body Abhan said the category of violations that were often carried out by the servants of the state campaigned in social media, activities in favor of prospective regional heads, and installation of billboards/banners.

"As many as 33 percents of the most violations committed by high-ranking officials in the area," said Abhan after the signing of the Cooperation Agreement (PKS) with KASN at the Jakarta Bawaslu Office, Wednesday (6/17/2020).

In the same place, KASN Chairman Agus Pramusinto explained that his party had issued 195 recommendations from 47 follow-up reports. While other reports are in the process of clarification to find the truth of the reports. If it is proven that the violation will be sanctioned.

"The toughest sanctions are in the medium category. Then there are disciplinary sanctions, there are also moral sanctions by making open statements that have committed violations, "he explained.

Agus added, there were 10 regional agencies that committed the most violations. The areas included 18 violations of Wakatobi Regency, Sukoharjo Regency 11, NTB 7, Dompu 7, Bulukumba 7, Banggai 7, Kemendikbud 6, Makassar 5, Supiori 5 and Muna 5.

Inspector General of the Ministry of Home Affairs (Kemendagri) Tumpak Haposan Simanjuntak added ASN will be subject to sanctions starting from Law Number 30 of 2014 concerning Government Administration. Then there are disciplinary sanctions as stipulated in Government Regulation (PP) No. 53 of 2010 concerning Discipline of Civil Servants.

"If there is an ASN that is proven to violate these rules, then it may be subject to sanctions in the termination of disrespect," he said.
