Jakarta, Election Supervisory Body - Election Supervisory Body found tens of thousands of voters for the 2020 Pilkada who did not meet the requirements (TMS) were re-registered in the A-KWK model voter list. On the other hand, voters who met the requirements (MS) were actually dropped. This is allegedly because the KPU and its staff in the regions did not synchronize the 2019 Election Voters List and government data.
The A-KWK model voter list itself is the result of synchronization of the 2019 Election final voter list (DPT) and the list of potential residents (DP4) in the 2020 Pilkada. Election Supervisory Body member Mochammad Afifuddin explained that the findings were obtained from the results of sampling or testing of Model A voter list documents. -KWK. The voter list is tested based on the provisions of Article 58 paragraph (1) and (2) Law Number 10 of 2016 concerning Pilkada.
"The sampling test was conducted in 27 provinces by taking 312 districts as the basis for the examination. The District Supervisors received information from the Village / Subdistrict Supervisors (PDK) who were carrying out the task of supervising the matching and research process by the Voters List Updating Officer (PPDP)," he said Afif in Jakarta, Tuesday (11/8/2020).
He said there were two indicators of the A-KWK model voter list sampling. First, the number of voters declared by TMS who should have been crossed out from the 2019 Election voter list but registered / listed on the A-KWK. As a result, election supervisors found 73,130 voters re-registered.
The second indicator, continued Afif, is the number of voters registered in the 2019 Election voter list including the Special Voters List (DPK) for the 2019 Election but not registered / listed in the A-KWK. In this case, Election Supervisory Body found 23,968 unregistered voters.
"Based on the sampling test and these indicators, it can be concluded that the Voters List Model A-KWK Pilkada 2020 is not the result of synchronization between the last election voter list and DP4," said the Coordinator of the Election Supervisory Body Supervision and Socialization Division.
"This also means that the synchronization process does not produce accurate, up-to-date and sustainable data as instructed by the law," Afif added.
This, according to him, also had an impact on the repetition of work carried out by the voter data updating officer (PPDP) and the PDK to remove voters who were already TMS and add voters for those who were MS. In fact, data cleaning using these two indicators should be carried out and completed in the synchronization process.
"Therefore, the disclosure of data and information between election organizers is important, absolutely necessary and must be a common concern. Information disclosure between election organizers is the key to the creation of an accurate, up-to-date and comprehensive voter list," said Afif.
