Singaparna, Elections Supervisory Board – Chairman of Election Supervisory Board of the Republic of Indonesia, Daniel Zuchron accompanied by Chairman of West Java Provincial Election Supervisory Board, Harminus Koto and Election Supervisory Committee of Tasikmalaya Regency directly monitored the simulation process of election for local leaders for a single candidate conducted by the Election Commission of the Republic of Indonesia, in Singaparna, Tasikmalaya Regency, West Java, on Saturday (17/10). Election Supervisory Board wanted to make sure the simulation of election for local leaders 2015 with a single candidate in Tasikmalaya regency could be an evaluation and at the same an improvement of technical rules related to a single candidate issued by the Election Commission.
"The results of this simulation is important to be used as the main substance to establish the regulation of Election Commission for a single candidate proportionally. It must not eliminate the rights of the candidate and must not negate the groups that do not agree, because the choice is to agree or disagree," said Daniel.
The simulation was carried out in Citata Village, Singaparna Sub-district, which was attended by 662 voters. KPU provided 679 paper ballots consisted of simulation models A and B. This simulation of election of single candidate was held by the Election Commission following the decree of the Constitutional Court (MK) No. 100 / PUU-XIII / 2015 of 2015. The Court declared that the constitutional rights of the citizens which is a form of the implementation of people sovereignty, in terms of to be elected and to vote in an election for local leaders, is still met without limited by the requirement that the election must consist of at least the two regional head candidates.
In a release, the Election Commission of the Republic of Indonesia revealed that the simulation became an important event to know how do the voters response to the two versions of the design of the ballot paper used. In addition, the simulation was conducted to inform the organizers about the electoral process with a single pair of candidates.
Furthermore, the Election Commission stated that the simulation was also intended to inventory problems that arise in the implementation of the voting and counting process with a single candidate. It is expected that the evaluation from the implementation of simulation can be used as a substance for the improvement of the draft of Election Commission regulation.
In the simulation of voting and counting with one pair of candidates, the two models of paper ballots were used. Paper Ballot model A consisted of the name of the candidate and the option to agree and disagree. While model B contained the candidate's name and photo as well as the option to agree and disagree.
Responding to the two versions of the paper ballots, the Election Supervisory Board of the Republic of Indonesia, according to Daniel, had said that we should use a model that had already existed. Without the addition of a new column, because a completely new format with a limited time for socialization would potentially cause a failure in the implementation.
"Meanwhile, for any disputes that might rise in the future, the election supervisor as the provider of the information would be more passive and would rely on the Court to determine who has the legal standing to submit a dispute. However, the Election Supervisory Board will always be ready if asked to provide evidence," said Daniel.
